“Prüfungsinaktivität” in Bachelor and Diploma degree programs

Project Information:

A substantial part of the university funding is based on the number of degree programs in which students achieve at least 16 credit points per academic year (“prüfungsaktiv”). To increase the number of degree programs that are “prüfungsaktiv”, it is crucial to know why students do not accomplish enough credit points. This project examines reasons for (not) reaching 16 credit points at 13 public universities in Austria. 

First, the current national and international state of research will be reviewed to reveal any potential research gaps in Austria. Then, register data of students – merged with the Labor Market Database (AMDB) – and multivariate models are used to find factors influencing accomplished credit points. Furthermore, in-depth qualitative interviews are conducted based on a short questionnaire among students.


African Students and Alumni Forum (ASAF) Impact Study 2021

Project Information:

The first ASAF Impact Study 2021 explores the impact of mobility programmes on the personal and professional development as well as the experiences in the international higher education system of African students. The survey is therefore addressing African students who have either completed an intra-African mobility study period or who have spent parts of their studies in Europe. The questionnaire were developed in cooperation with the African Students and Alumni Forum (ASAF), an EU-funded non-profit organisation of alumni with study mobility experience. As this was only a pilot project, new question modules will be developed together with ASAF for a more extensive follow-up project, in order to be able to use the results to improve study (mobility) conditions in the long term.

The IHS Research Group Higher Education Research (HER) is responsible for the conception of the questionnaire, data analysis and supports the processing of the results with its expertise.

This project is part of a framework contract (Erasmus Mundus Students and Alumni Association, EMA) funded by the EU, which also includes the Graduate Impact Survey (GIS) and the Western Balkans Alumni Association (WBAA) Tracer Study 2021.

In close co-operation with the 13 participating universities, the Higher Education Research Group will analyse different administrative data sources (regarding students, graduates, exams and labour market) to develop a framework for the monitoring of students.  

The aim of this project is to develop analytical tools for the tracking of students and to supply stakeholders (e.g. university quality management, directorate of studies, teaching staff, current as well as prospective students and the public) with relevant information on the determinants of student success, individual changes of study programme and study pace. The analysis will include different statistical (personal) characteristics, e.g. gender, age at entry into higher education, entry qualification etc., as well as employment. For reasons of data protection, personal data shall be grouped in a manner to preclude the identification of individual cases.


Internationalisation of Austrian Higher Education Institutions

Project Information:

The study shows the current status of internationalisation at Austrian higher education institutions. An analysis of secondary data sources (e.g., higher education statistics, personnel data, graduate tracking) on the one hand and primary surveys (Austrian universities) on the other serve as empirical basis. Specifically, the study examines: (1) which internationalization strategies are being pursued at different levels, (2) the status of internationalisation regarding students, (3) to what extent internationalization is being implemented at the level of scientists.

Student Social Survey (Studierenden-Sozialerhebung)

Project Information:

The Student Social Survey is a survey of students in Austria that has been conducted at regular intervals since the 1970s. The research group "Higher Education Research" conducted the most recent survey during summer semester 2019. Similar surveys are also carried out at regular intervals in other countries in Europe. The international comparison data are used in the Bologna Process and by international organisations like the EU.

Since most of the information collected through the Social Survey is not otherwise available, the report is an important information basis for higher education policy. The objective of the survey is to be able to provide an overview of the study situation and living conditions of different groups of students, e.g. first-year students, students on Bachelor, Master’s or Diploma programmes, Doctorate/PhD students, working students, students with children, older students, students with health impairments or foreign students.

Graduate Study of the Universities of Applied Sciences in Lower Austria

Project Information:

In Austria, universities of applied sciences were funded 25 years ago. They developed dynamically and in winter term 2019 more than 55 000 regular students were registered at the universities of applied sciences all over Austria. These institutions of higher education have to deal with the challenge to offer studies and qualifications that the labour market needs now and even more so in the future.

The project intends to provide information on study and job conditions. The core topics covered by the graduate study of universities of applied sciences in Lower Austria are study progress, professional experience before and during study, job search, the job situation after graduation and the matching of the study program and the job. The situation of graduates is considered as well as the perspective of employers.

Different data sources are used to cover the wide spectrum of topics: Administrative data is analysed, an online survey among graduates is conducted and focus groups with employers are organised.

Project Information:

The University Report is published by the Austrian Federal Ministry of Education, Science and Research to inform the National Council of recent developments at the Austrian public universities. In the section “Graduates – Main instance for the knowledge transfer of universities”, we discuss the development of the qualification level of the Austrian population as well as current literature and statistics on the situation of graduates on the labor market. Furthermore, we address phenomena such as skills mismatch, migration behaviors of graduates, and the possible effects of the Covid-19 pandemic. Another focal point is the transition from universities to the labor market.


Labour Market Relevance and Outcomes of Higher Education

Project Information:

The LMRO Project aims to help governments and higher education institutions (HEIs) enhance the employment outcomes of graduates by better aligning higher education provision and labour markets. Austria, Hungary, Portugal and Slovenia are participating in a European Commission-supported LMRO Partnership Initiative. The project features country-specific analyses, a self-reflection questionnaire by HEIs, and peer learning activities within and among countries. The first of three International Policy and Practice Seminars examined labour market information for learners and HEIs. Working Papers on topics of common interest also inform the project, including the use of labour market information by learners; the emergence of “alternative credentials”; and the use of "big data" to understand the graduate skills sought by employers. Norway, Mexico, and four US states previously participated in the LMRO project.

IHS wrote the LMRO background report for Austria.

Factors influencing the development of student numbers. Started and active studies at public universities

Project Information:

Until 2016/17, the number of studies at Austrian public universities increased for many years. Since then, this trend reversed as the number of new students decreased noticeably. The aim of this study is to identify possible factors influencing the development of student numbers. We use different data sources to estimate the influence of a selection of factors on the number of commenced and active studies at public universities in recent years, namely demographic development, the rate of high school graduation, the probability of starting an academic study after graduating from high school, multiple enrollment, admission procedures, the expansion of other higher education sectors, Austrian students abroad, and business cycles.


EUROGRADUATE Pilot Survey

Project Information:

The EUROGRADUATE Pilot Survey, as a follow-up of the EUROGRADUATE Feasibility Study, aims to provide the European Commission and the countries with sound evidence allowing a well-informed decision if a European wide graduate survey should be conducted periodically. Thus the project intends to provide clear and concrete guidelines for how such a full study can provide data of the highest attainable quality which is comparable across all EU countries, and answers the most urgent policy questions posed by stakeholders at national and European level. Moreover, this pilot survey produces high quality data for the participating countries, within the limits set by the pilot study, which has a policy value in its own right.

The pilot survey took place in fall 2018 in 6 pilot countries (one of them Austria). The survey targets graduates one and five years after graduation order to cover their short- and mid-term development. The core topics covered by the EUROGRADUATE Pilot Survey are: labour market relevance, skills, (international) mobility and democratic values.

The pilot project is carried out by the EUROGRADUATE consortium: Research Centre for Education and the Labour Market (Maastricht), German Centre for Higher Education Research and Science Studies (Hanover), Institute for Advanced Studies (Vienna), DESAN Research Solutions (Amsterdam), cApStAn (Brussels/ Philadelphia), GESIS Leibnitz-Institut für Sozialwissenschaften (Cologne).

HER at IHS is one of the three leading partners in the consortium and is responsible for conducting the survey in the pilot countries in close collaboration with national research partners.

In this study, we discuss different developments in the education and working practice of veterinarians in Austria. We focus on the veterinarian supply in different regions of Austria; especially regarding veterinarians specialized on farm animals. We use a variety of administrative data sources, an online survey among veterinarians and qualitative interviews with veterinarians and other stakeholders, to provide insights into the status quo and future developments of the supply of veterinarians in Austria, the education at the University of Veterinary Medicine Vienna and transformations in the occupational profile.

The Graduate Impact Survey (GIS) 2018 is conducted among students and alumni of the Erasmus Mundus Joint Master Degree (EMJMD) programme to determine the long-term impacts of participating in these programmes on career development and personal growth. Compared to previous survey rounds, GIS 2018 provides more evaluations by regions of origin and fields of study. Together with the analysis by cohorts and the different perceptions and expectations of current and former students, these empirical analyses contribute to the long-term quality assurance of EMJMD programmes.

Career Pathways of Women in Higher Education Management

In Österreich ist es innerhalb von nur einigen Jahren gelungen, den Frauenanteil im Universitätsmanagement deutlich zu erhöhen. Im Rahmen des Projekt werden drei Fragen adressiert: Es stellt sich nun einerseits die Frage, ob und inwiefern mit der Erhöhung des Frauenanteils im Universitätsmanagement strukturelle Effekte im Hinblick auf Gleichstellung einhergingen. Kam es tatsächlich zu mehr Gleichstellung an Universitäten? Haben sich infolge der stärkeren Präsenz von Frauen Entscheidungsprozesse und -kriterien verändert? Zum anderen stellt sich die Frage nach den Effekten der Managementtätigkeit auf die individuelle Karriere von Frauen und Männern. Welcher Stellenwert kommt der Tätigkeit im Rektorat für die weitere Karriere von Frauen und Männern zu? Welche Motivation und Karriereplanung liegt der Entscheidung für die Übernahme der Managementfunktion zugrunde? Ist damit ein dauerhafter Wechsel ins Hochschulmanagement intendiert oder ist eine Rückkehr in die Wissenschaft geplant? Im Zusammenhang mit der Frage nach den Effekten auf individueller Ebene stellt sich auch die Frage nach spezifischem Unterstützungsbedarf und erforderlichen Begleitmaßnahmen, um zu verhindern, dass eine angestrebte Karriere im Hochschulmanagement bzw. eine angestrebte Rückkehr in die Wissenschaft nicht realisiert werden kann. Es wird daher drittens der Frage nachgegangen, welche internationale Good Practice-Maßnahmen zur Erhöhung des Frauenanteils in Spitzenpositionen im Hochschulmanagement identifiziert werden können und an welchem Modell von Hochschulmanagementkarriere sich diese orientieren.

Diverse Excellence. Case Studies of Excellent Universities

Project Information: The term "excellence" has recently become more relevant, especially in the political higher education discourse. Several states launched excellence initiatives for HEIs, which try to meet the criteria of international university rankings. This study approaches the notion of excellence in higher education research through a brief historical outline, followed by case studies of six universities regarding different aspects of excellence and their transferability to the national situation.

Im Zuge der Implementierung des Universitätsgesetzes 2002 bzw. dessen zentraler Steuerungsmechanismen (Leistungsvereinbarung, Wissensbilanz) wurde ein Monitoring aufgebaut, das die zentralen Indikatoren enthält, die in der Wissensbilanz zum Nachweis der Zielerreichung herangezogen werden. Die für Fragen der Gleichstellung relevanten Indikatoren wurden in einem eigenen Gender Monitoring zusammengefasst.

Bislang wurde das Gender Monitoring jedoch nicht für eine vergleichende Darstellung des Status Quo von Gleichstellung bzw. seiner Entwicklung zwischen Universitäten, Wissenschaftsbereichen oder zwischen dem Universitätssektor und dem FH-Sektor herangezogen. 

Ziel der Broschüre ist es, die im Gender Monitoring enthaltenen Informationen zu nutzen, um den unterschiedlichen Status Quo im Hinblick auf Gleichstellung an Universitäten und Fachhochschulen sowie Fortschritte in den letzten 10 Jahren aufzuzeigen. Dabei soll insbesondere auf die Bandbreite im Hinblick auf Gleichstellung eingegangen werden, um auch den Handlungsspielraum von Institutionen aufzuzeigen. Die Broschüre soll dazu dienen, den Gleichstellungsdiskurs anzuregen und verstärkt good practices zu diskutieren.

Project Information: There is an ongoing discussion regarding a shortage of graduates in the so-called STEM fields (Science, Technology, Engineering and Mathematics). This baseline study aims to provide an information base against which to assess the supply of graduates in STEM-related subjects and their labour market status. It includes an extensive literature review, data analysis using various data sources (National HEI Statistics, National Labour Market Statistics, Student Social Survey) as well as expert interviews.

EUROGRADUATE - Feasibility study for a European graduate study

The EUROGRADUATE feasibility study investigates the establishment of a sustainable study on Europe’s higher education graduates by exploring the requirements for a European graduate study, the existing capacities for monitoring European graduates, the point of departure at national level and the options for organizing and financing a European graduate study.

The IHS is part of an international consortium which is led by the German Center for Research on Higher Education and Science Studies (DZHW; Germany, lead partner) and completed by the European Policy Centre (EPC; Czech Republic) as well as the European Students’ Union (ESU; Belgium). Within this framework, the IHS is inter alia responsible for the research on the requirements on policy and stakeholder level for a European graduate study and for the quality assurance in the project.

Project Funding: Lifelong-Learning Programm (EACEA)

Project Information: Peer Learning for the Social Dimension provided policy-makers and practitioners with resources to develop effective measures for ensuring the social dimension in higher education. The three pillars of the project were a broad database of policy measures, country reviews of the social dimension in three countries (Lithuania, Armenia, Croatia) and two international conferences (socialdimension-he.eu). PL4SD collaborated closely with bodies of the Bologna process.

Student mobility in the EHEA

The Third Mission of universities and the Role of Higher Education in the Triangle of Education, Research and Innovation

Project Information:

This project was conducted in two parts. First a study about the role of the Third Mission of universities was analysed conceptually and based on a case study of the region of Vienna. A main part was the analysis of the international discouses about the missions of university. As another part this conceptual analysis was augmented by an empirical qualitative study of attitudes and practices of universities located in the Vienna region. This part was commissioned by the City of Vienna.

A second part has added a critical review of the feasibility of the concept of the knowledge triangle (KT) as a basis for policy making in a broader view in the European and OECD region. The analysis provides an analytical framework and proceeds by looking at the three two-way-relationships included, and then tries to draw extrapolations towards the three-way relationship indicated by the KT. A focus is the ‘Third Mission’ of universities, that has various, and partly contradictory meanings. A basic challenge is that the concept requires a turn from the ongoing differentiation process in higher education towards (re)-integration. This part was commissioned by OECD.
