Skill Gaps and Shortages: Study Reveals Key Drivers and Solutions

A new study sheds light on the evolving landscape of the labor market, revealing how digitalization, ecological transformation, and other megatrends are reshaping the demand for skills and exacerbating existing bottlenecks.

Key Findings:

  • Beyond Labor Shortages: Skill shortages are not solely due to a lack of workers, but also significantly influenced by a mismatch in qualifications.

  • Comprehensive Analysis: The study synthesizes existing scientific evidence to define skill gaps, mismatch, and labor shortages, exploring their underlying causes.

  • Identified Solutions: Promising approaches include targeted education and training, improved career guidance (e.g., in conjunction with dual education systems), enhanced professional mobility, and the recognition of competencies (especially for migrants).

  • European Initiatives: The study also provides a comprehensive overview of existing European initiatives and new measurement approaches for skill needs.

The study, co-authored by Eduard Storm, Head of the junior research group Skill Demand during Structural Change, offers crucial insights into understanding and addressing the complex challenges of skills development in a rapidly changing world.
