Security Controversies in Research and Innovation Governance

Techno-scientific progress may bring us not only benefits and well-being, but also undesired side-effects and new dilemmas. Apart from social, ethical, or environmental controversies, research and innovation are increasingly linked with security controversies, characterized by the concerns over a potential misuse of science for hostile purposes. Yet where do we draw the boundary between ‘good’ and ‘bad’ science? How do we wish to govern it? And what are the implications thereof? The aim of this lecture is to situate controversies over potentially dangerous research and innovation historically and politically, conceptualize security controversies, and introduce a framework for studying them in a socio-political context.

The lecture will argue that the recent developments in the governance of science and the politics of security endorse similar type of institutions and regulatory practices. On the one hand, the attempts to democratize science and bring research and innovation closer to societal needs create a demand for certain kinds of institutions and knowledges, which bridge scientific expertise and the interests and values of a broad scope of stakeholders. On the other hand, contemporary security governance is characterized by an increasing focus on the management of unknown and unpredictable risks rather than on clearly identified threats, and this type of governance empowers a broad scope of bureaucrats, experts, and professionals. The negotiation over the purpose and design of research and technologies thus increasingly takes place in multiple new sites and by a greater scope of actors, yet are also less politicized. The lecture will discuss how such controversies over the governance of research and innovation can be studied and will demonstrate this on the examples of biobanking and European grant review process. The research draws on security studies, science and technology studies, responsible research and innovation, and critical theory.
